The desks are too small for the Trapper Keeper to fit into. Google:
"no trapper keeper" desk too small
And you'll get text on those pages like this:
NO TRAPPERS PLEASE!!! (except Gr. 5) The desks are too small to accommodate them.

Yeah, that's what my mom said when I asked her.
Although, if I recall correctly, the Trapper Keepers didn't fit into our desks when I was in school either. We would sit on them, or put them under our desks.
Poor, deprived school children.
